The Connecticut Administrators of Programs for English Language Learners (CAPELL) is committed to successful outcomes for Multilingual Learners (MLs) through advocacy and collaboration with state and district leaders, families and community partners, and educators.

We promote and implement policies and best practices in teaching and learning that facilitate opportunities for equitable access for Multilingual Learners (MLs).

Our work fosters independence, agency, social-emotional well-being, and high achievement in our students during their school experience and beyond.
